No. Maximum capacity applies only at a short radius in an approved configuration. Capacity decreases as the boom extends and the load moves farther from the crane.
Many models support multiple approved outrigger positions. The stability system identifies the actual configuration and provides the corresponding working area and capacity.
Certain models and configurations allow limited pick-and-carry: Jekko lists up to roughly 1,750 lbs for the SPX650 under approved conditions.
Under federal OSHA construction rules, equipment rated 2,000 lbs or less is excluded from the crane-operator certification requirement, though operators must still be trained. This applies most clearly to a machine officially manufactured and documented at 1,950 lbs: OSHA has stated that simply restricting a crane originally rated above 2,000 lbs does not automatically exempt it.
